Mr. Wong Kok Hoi is the founder and Chief Investment Officer (CIO) of APS Asset Management Pte Ltd (APS). With 42 years of investing experience in Asia Pacific equity markets, he established ACSEAN Capital to invest in startups in the Southeast Asia/China region.

Mr. Wong served as a Senior Investment Officer in the Asia Pacific Equities Department at GIC from 1981 to 1985. He held the position of Chief Investment Officer at Cititrust and Banking Corporation, Japan, from 1986 to 1990. He also worked as a consultant to the Monetary Authority of Singapore from 1990 to 1991. During this period, he played a key role in helping the National University of Singapore establish Singapore's first endowment fund and served on its inaugural Endowment Investment Committee. As a Japan Monbusho scholar, he earned his Bachelor of Commerce (Honours) degree from Hitotsubashi University. Additionally, he attended Harvard University's Investment Appraisal and Management Program and is a CFA charter holder.

 Dr. Wong graduated from the Massachusetts Institute of Technology with degrees in Chemical Engineering (SB & SM) and Management (SB). He also pursued studies at the University of Oxford, earning a degree in Jurisprudence (BA & MA), and obtained his Ph.D. from Imperial College London. He is qualified as a barrister-at-law of England & Wales and an advocate & solicitor of the Supreme Courts of Singapore and Malaysia, respectively. Additionally, he is a Fellow of the Singapore Institute of Arbitrators and serves on the panel of arbitrators of the Singapore International Arbitration Centre.

Dr. WONG Kien Keong began his career as an engineer in the United States and later worked as a university lecturer in Malaysia. He then transitioned into the legal profession, practicing law for nearly 30 years, initially as a litigator and later as a corporate and tax lawyer in Singapore and Malaysia. Dr. Wong founded two local law firms in these countries: Wong & Leow (Singapore) in 1996, in a joint law venture with Baker McKenzie, and Wong & Partners (Malaysia) in 1997. These two firms are part of Baker McKenzie International (BMI), which has member firms in 46 jurisdictions and 77 cities.

During his tenure, Dr. Wong was an executive committee member of BMI's Global Executive Committee (2002-2005), actively participating in BMI's global strategic planning, its reorganization as a Swiss verein, and the implementation of profitability improvement and leadership training programs. He also served as the Chairman of BMI's Asia Pacific Regional Council (2003-2005) and chaired the member firms of BMI in Singapore, Malaysia, and Indonesia. Dr. Wong played a pivotal role in establishing BMI's Venture Capital and Private Equity (VCPE) practice in Asia Pacific and later globally. He also served on BMI's global Policy Committee for many years.

Prior to joining ACSEAN Capital, Dr. Wong made investments in several startups and provided mentorship to founders of various companies.
